🗺️ What Are No-Fly Zones?
No-fly zones are geographical areas where drone flight is prohibited or restricted. Under Regulation 2019/947, each EU member state can designate such zones for reasons of safety, national defense, privacy protection, or environmental conservation.
In Greece, no-fly zones are defined by the HCAA (Hellenic Civil Aviation Authority) in cooperation with HASP (Hellenic Aviation Service Provider), the military authorities, and the Ministry of Culture. The complete mapping is displayed in the DAGR (Drone Aware - GR) system at dagr.hasp.gov.gr.

Major Airports — Absolute Prohibition
Major airports (Athens “El. Venizelos”, Thessaloniki “Macedonia”, Heraklion “N. Kazantzakis”, Rhodes “Diagoras”, Corfu “I. Kapodistrias”, etc.) have extensive CTR zones, often with a radius of 10+ km. Flying a drone within these zones without approval means automatic fines and potential criminal prosecution.
Island Airports — Extra Caution Required
Airports on the islands (Mykonos, Santorini, Zakynthos, Skiathos, etc.) are located very close to tourist areas. Skiathos “Alexandros Papadiamantis” airport is particularly known for its low aircraft approach altitude. A drone in that area poses an extremely serious danger.
The radius and shape of each CTR zone varies. Always check DAGR before flying near any airport — even small general aviation airfields (e.g., Megara, Tatoi) have restriction zones.
🪖 Military Zones (MIL)
Due to its geopolitical position, Greece has numerous military installations across the entire country. Flying a drone above or near military zones constitutes a serious offense.
Military Air Bases
Larissa, Tanagra, Andravida, Souda (Crete), Elefsina, and more. These zones are marked as “MIL” in DAGR. Flight applications near MIL zones require 5+ working days for coordination.
Naval Bases & Ports
Salamis Naval Base, Skaramangas, Souda, and others. Photographing and filming military vessels is prohibited. Major commercial ports (Piraeus, Thessaloniki) also have restrictions.
Radar & Communication Facilities
Radar stations on mountain peaks, air traffic control centers, and missile system installations. Many are located in seemingly “innocent” locations — always check DAGR.

🏛️ Archaeological Sites & Monuments
Greece is home to thousands of archaeological sites, many of which are UNESCO World Heritage Sites. Flying a drone above them requires special written permission from the Ministry of Culture.
- Acropolis of Athens: Absolute flight ban without a permit. The area also falls within a security zone due to proximity to government buildings (Parliament, Maximos Mansion)
- Delphi: UNESCO protected zone. Requires a permit from the Ephorate of Antiquities of Phocis

Natura 2000 Areas
Evros Delta, Lake Kerkini, Amvrakikos Wetlands, Prespa Lakes. Especially during bird breeding season (March–June), drone flights may be completely banned.

Beyond “classic” no-fly zones, Greece enforces flight restrictions above or near:
- Government buildings: Parliament, Maximos Mansion (Prime Minister's office), Ministries, Embassies
- Prisons: Korydallos, Domokos, Malandrino, and others
- Hospitals: Especially those with helicopter landing pads (e.g., Evangelismos, AHEPA)
- Energy infrastructure: Demokritos Nuclear Research Center, major DEH substations, oil refineries
- Private property: Flying over private property without the owner's consent is not permitted

If your area is in a restricted zone but you need flight authorization, the process according to HCAA is:
- Send an email to uas@hcaa.gov.gr with a brief description of the flight
- Attach your operator registration number (EASA EU 2019/947)
- A1/A3 or A2 certificate (not required for drones <250g)
- Use DAGR to plot your flight zone (maximum 1000×1000 meters)
- Declare that the flight takes place in the Open Category (Articles 4 and 22 of 2019/947)
- If flying over monuments or archaeological sites, written consent from the Ephorate is required
